Absolutely! The vast majority of styles and themes have been made by 'ordinary' users. As a thank you, you get points when the style becomes official. If you'd like to submit yours, here's the entry explaining how it all works and what you need to do: http://dreamscapes.dreamwidth.org/2447.html (which, to sum up, is post your style, finished or not, and send/mail a Contributor License Agreement to Denise :).

I probably wouldn't submit this layout because there's a few flaws (ie: the layout won't work on comment pages)

It would be ok anyway. I don't know why it won't work but someone may have a solution for that, maybe using S2 instead of CSS. If you submitted it would probably get converted to a Tabula Rasa layout instead of a Crossroads one because TR is so much more flexible (and Crossroads is based on Tabula Rasa already). The only potential problem I see here is the images as I don't know if they're yours or licensed in such a way that the site could use them but that can be solved one way or another (by getting permission, using other similar images or using an image-free version). But it's up to you, of course. :)
